The Fund for Our Economic Future, in partnership with Towards Employment, invites your consideration of a request for proposal (RFP) for an evaluation of the TalentNEO initiative to be conducted over a two-year period (July 17, 2015 – June 30, 2017).
TalentNEO will pilot skills-based hiring (SBH), an intervention introduced in New Mexico by Innovate + Educate (IE), which demonstrates that when employers use ‘skills scores’ as part of their hiring process they increase their applicant pool, reduce costs and increase retention. SBH also increases access to employment for job candidates who have the required skills but lack the educational credentials traditionally used to screen candidates. Key elements of the early success of IE’s approach include: (i) a high level of engagement by employers and other stakeholders, and (ii) the technology IE developed which made it easy for employers to change their hiring practices. In partnership with the Chicago-based Joyce Foundation, IE presented an opportunity to pilot this approach in Summit and Cuyahoga Counties, in an effort to learn whether the success in New Mexico could translate to other markets. For additional background on TalentNEO, check out this short presentation.
The proposal is due Thursday, July 2, 2015, by 5 p.m. EST. Responses must be submitted to Bethia Burke, director of grants and emerging initiatives, Fund for Our Economic Future.
